Course Description: Students compare executive offices and functions according to constitutional and institutional situations in which they are found. Topics include values, structure, and executive power, the executive establishment (ministers, advisors, and surrogates of power as well as physicians and protection), legislative relations, communications, crisis management, and, for national executives, security and foreign policy processes.
