This paper identifies free parking as the fundamental problem planners face with parking, and explores the consequences associated with it. Actual monetary cost as well as raised housing costs, and reduced urban density are all evaluated in relation to minimum parking requirements. The paper also provides information on how charging for curbside parking, as an alternative to minimum parking requirements, is more beneficial.
