This ordinance applies to all land-disturbing activities, except forest activity that follows the state forest practice guidelines and agriculture, but requires a sediment and erosion control plan only on activities that disturb more than one acre. The ordinance controls the length, location, and area of soil exposure and requires weekly monitoring and post-storm event monitoring. In addition this ordinance is designed to facilitate the county’s efforts to assess penalties on those in non-compliance, by including a thorough list of violations and fine amounts and defining the appeals process for challenging penalties.
