The Massachusetts Executive Office of Environmental Affairs’ Department of Energy Resources developed a model zoning bylaw that defines large-scale ground-mounted solar photovoltaic installation as solar photovoltaic systems that are structurally mounted on the ground (not roof-mounted) that have a minimum nameplate capacity of 250 kW DC.
