DuPage County is one of the ‘collar’ counties ringing Chicago. The County has implemented some of the most innovative regulations under the rubric of No Adverse Impact in order to stem flooding problems. The County requires compensatory storage that is 1.5 times the volume of the floodplain that has been displaced, requires 1 foot of elevation from BFE for all structures in and out of the floodplain, and mandates no net rise for any development. The floodplain regulations are combined with stormwater, erosion and sedimentation, and wetlands control ordinances. The floodplain ordinances must also meet the standards and criteria established in the County’s Watershed plan.
