The traditional utility business model conflicts with important policy goals, such as reducing total system cost, minimizing environmental impact and encouraging emerging technologies and innovation. In addition, the traditional business model might do little to ensure other goals – including improved customer service and reliability – are met. In light of the emergence of new technologies capable of reducing energy consumption and providing grid services on the customer side of the meter, regulators should consider whether the traditional utility business model should be adjusted.
