Norris, in his op-ed, discusses the arguments for and against using VOS studies. Norris argues that when looking at VOS study results, which can be drastically different, the question is not whether VOS studies is a valid way of evaluating costs and benefits. Rather, the important questions 1) What should the preferred framework of VOS studies be?; 2) What cost and benefit categories should be included?; 3) Are the underlying data publicly available and the calculation methods transparent enough to be repeatable by other parties?
